 The terminology is not settled; however, in general a PDU refers to a device intended for a 19" rack. IT equipment also typically uses IEC 60320 C13/C14 power connectors.

Products with wall-like 230V outlets (Type F (Schuko), Type E, ...) are more often called “smart sockets”.
